Red Ribbon Week resulted from a drug dealer getting angry and kidnapping, torturing and murdering a DEA agent by the name of Enrique Camarena.  His community showed their support by wearing red ribbons.  They wanted to stop the sale of illegal drugs.  The California PTA adopted the campaign in 1986.  In 1988, it was adopted nation wide when President Ronald Reagan and First Lady Nancy Reagan served as honorary chairpersons.
